Mr. Foley, a Fellow of the American College of Trial Lawyers, is licensed in Delaware and the District of Columbia. He is also admitted to practice before the U.S. Court of Appeals for the Third Circuit and the United States Supreme Court

Mr. Foley grew up in Rochester, NY. After graduating from Miami University in 1982, Mr. Foley was commissioned as a lieutenant in the United States Marine Corps, serving over 4 years as an infantry officer. Mr. Foley graduated cum laude from the University of Detroit School of Law in 1989. He began his legal career as a prosecutor with the Delaware Department of Justice until 1995, when he entered private practice.

Mr. Foley and his family live in Wilmington.
